Hailey and the potty

do 16 month olds' potty train? we have a little toddler toilet in the bathroom in front of facing the real toilet. every time I'm in the bathroom Hailey has to come in and sit on that one. (the lid is down) she then precedes to scream and point to the toilet paper. then screams louder when i tell her no. its hilarious. in reality she just starting to want to more and more be like her big girl sisters.
